yes in electrum you can choose the advanced tab and pick a block time or a date for the transaction. if you give a seed to a lawyer for passing on, my advice would be to distribute "passphrases" to all your heirs.

1. Everyone gets a passphrase when you are alive.
2. Everyone gets a seed when you are dead
3. Time lock a transaction for 5 years and RBF to cancel before the time is up if you are still alive
4. If you mess this up and the transaction broadcasts you will have all of the seeds and passphrases and could send the transaction back.
