Do you really need nostr for that? 😊
Well, I'm not a systems architect or anything like that. What I humbly see is that:
  • If the communication between the service and the viewer is done through a regular web page, that lives on a domain and some vps ran by the service, then shutting down the service is as trivial as hunting the domain or the vps.
  • On the other hand, if the communication happens through nostr, to shut down the service would require to successfully knock-out all the relays where the transactions where happening. So, if there are many relays in many jurisdictions, I guess it becomes an impossible task.
Again, there are probably smarter ways to look at it than mine. Maybe some setup with Tor would suffice. But I think that nostr's feature of decentralizing communications shines here. What do you think?
