Yes, using CPU. You can test it on a local regtest chain as the functionality has been retained for the test suite.
Non-zero yes, but extremely close to zero and extremely energy inefficient compared to ASICs. I doubt that anyone has found a mainnet block with CPU mining in the past decade.
You can't because it's non-competitive and considered a waste of compute. If you're looking to learn more about how it works, you could mine testnet for a bit where you actually may find a block.
