Seems like this was published in a predatory journal (pay to publish). I usually don't like to resort to credentialism, but the authors do not come from any reputable institutions afaict. And, sadly, Indian academics are somewhat notorious for publishing into predatory journals. I believe it's because their institutions try to emulate western standards by requiring faculty research publications, but the faculty are not able to publish into reputable journals. So an industry has sprung up to help academics at lower ranking institutions beef up the appearance of their CV
