I dont know Phoenix's policy or general behavior regarding when they may close channels, but some LSPs sometimes close channels that appear stale/unused or have repeated failures/bad connections or keeping little funds (imbalanced and pushed towards their side) for long periods.

Only they can say why they did, really.
