We have a bill of rights because people like me told people like you to shut up.
Yes I think the US legislature can legislate new rights for US citizens.
To answer your question, if we don't start pushing for these things now and hard, everybody is going to get screwed, Bitcoiners included.
Which reminds me, we also need to legislate the right for citizens and corporations to buy Bitcoin.
