IF your question was aimed more at what I could do/achieve on my end, then I think what would make the most sense is to partner with a large gift card network, become a reseller and in the ideal situation, still be able to offer discounts from face value even when not pre-purchasing them in bulk. I'm not sure why exactly the traction is as low as it is, but I would assume that the relatively low number of offers live has a lot to do with it.
