One of the biggest things I try to get through to people is the President's Budget isn't what the budget is going to be. We have seen this for Admin after Admin now that they want X and they get Y. Agencies know to keep good relations with Congress because they will fund them even if the President doesnt want to.

Agreed. Even though the process is literally taught in high school civics, it's amazing how many folks just don't know how government budgets and enactment work.
