Exactly. I'd like to know how this could be used for Telegram if the numbers are reused.

There's 2FA on Telegram, Whatsapp and most other messengers. We're not reusing them, but with 2FA enabled you shouldn't even care.

They're not reused, but use 2FA to be on the safe side as we don't own the SIM cards themselves.
