Roster spots are pretty meaningful for the 49ers. They usually have at least 3 guys get hurt every game. They will activate him if he is going to start. It's not like he is going to play a few downs and on special teams. He is in or he isn't.
I still think it is unlikely he plays but it is a great way to get the Seahawks to think about what they are scheming up in the run and short passing game because what you thought you would be able to do to expose the 49ers LBs you probably don't think you can do if Fred Warner is playing.

Warner is out and now Darnold is questionable for the Seahawks. Which might be a good thing for them.
