All governments are necessarily fascist as they leverage centralized power to enforce their agendas. The best governments only use this top down power to the minimum extent necessary to create conditions for bottom-up prosperity, e.g., jailing criminals, making sure infrastructure is functional. To the extent a government tries to allocate capital beyond securing conditions for private citizens to do so, it oversteps.
Sometimes, however, when the situation has gotten dire, government MUST do more, e.g., El Salvador, but once it accomplishes that end, it must cede most of the decision making and power to the citizens or lose legitimacy.

Only two modes of action: top down and bottom up. Top down is what we'd call fascism. Bottom up is the ONLY engine of prosperity. But top down is sometimes necessary solely to create the conditions for bottom up. Otherwise, you have wild west. If you are killing people or stealing private property, top down action is necessary and good. If you say something I don't like, top down action is overstepping. Pretty simple.
