Natural resources don't matter. It's better to be in a capitalist country with zero resources than a communist one with abundant resources, because by definition, under a socialist regime the state is going to confiscate whatever wealth exists within the borders.

All statist economies are farms for human labor. If China were the only country on earth it's still a suck place to live because communists are running central planning schemes. The US and China are both mixed economies. If the tax rate is 20% then you have 20% dumbass failing government fraud programs and 80% productive business. That's the metric on how you judge if a country has a strong economy or not.
