the courts that are available do not service State citizens and the idea of a Common Law Court of Record does not mean the local courthouse. Any court where the jury is made up of US citizens would not have ANYTHING to do with naturalizing as a State citizen. So where do you go to announce the fact that you are one? Well, nowhere.
