No, BC Place Stadium is not a dedicated MLS stadium, but a mixed used stadium shared with the BC Lions that play in the CFL. I remember going to a BC Lions game back in elementary school when they handed out free nosebleed section tickets to higher grade classes. It is a very nice stadium. Come catch a Whitecaps or BC Lions game, or even a World Cup game if you feel like stacking quite a few less extra sats.
