Natural and moral law exists without the state. Anarcho societies have existed peaceful many times in the past such as the gold mining communities in California 19th century

He's speaking from an anarchist perspective where, indeed, the idea of law is contradictory to the ideology, but usually I hear concepts like the non-aggression principle in relation to minarchism, which argues a state should exist but only with the limited remit of enforcing and protecting individual rights.
That said, I absolutely agree with the core of his argument that "law" is not "morality" and while that should be obvious, people falsely conflate the two very frequently.
