Bitcoin's had a wild swing this month. It dipped to around $62,800 on August 14, then it jumped to roughly $76,700 by August 21, a rally tied to the Treasury's announcement of bigger long-term debt buybacks and renewed pressure from the White House to get crypto legislation passed. That's a nearly $14k swing in a week, which either says "strong momentum" or "still extremely fragile," depending on your read.
The regulatory backdrop is messier than the price action suggests. Senate Majority Leader John Thune had promised a floor vote before the August recess, and the Senate did act on August 8, but as of August 20, the next real test is a September 15 cloture vote just to begin formal debate, not a final passage vote, and it needs 60 votes to clear. Prediction markets currently put year-end passage odds at just 24%, recovered slightly from a 16% low in early August but still far below the 82% seen back in February.
Bitcoin ETF flows have been genuinely inconsistent all year. Back in May, a CLARITY Act committee vote briefly pushed BTC above $81k, but ETF outflows hit $648.6 million days later, a sign that policy headlines weren't translating into real institutional demand. By contrast, more recent reporting notes five straight weeks of ETF inflows as of this week, so the "outflow narrative" isn't the whole picture right now, it's been choppy in both directions rather than a clean trend.
