Except these are more like intended, but inconvenient, consequences.

No, no, as in the city intended to make money doing one thing (the red light camera) but unexpectedly ended up losing money another way as a result (less traffic tickets in other stuff).

They also intended to curb red-light running and make intersections safer, or at least that's how they explained these to the public.

Exactly. I'm not sure "first order dominance" is exactly the right term, but the existing system of predatory traffic cops are something like that compared to the cameras.

They've actually taken these out in some places, because they were so effective at deterring red-light running that the city started losing ticket revenue.
