It will be a decade, at least, best case scenario, before the west can say it is self sufficient in refined rare earths for military purposes - that's a long time when you have $40T of compounding debt, nobody is buying your USTs and you lack the courage/war materiel to join the ISIL and ALQaeda fighters defending the Yemen government.
