Guess it's because schools, where parents who 'own' their children put them to be molded into acceptable social parameters, want them to be good little children who stay on task. The tasks they deem relevant.
If one can justify authoritarianism for children, one can gradually justify that authoritarianism for anyone...
Related: 'Attention spans' are used by schools to measure how much time children can spend doing things they do not enjoy. They're a measure for how 'good' children are at ignoring their preferences.
