I guess not exactly as we expected then, but there are definitely multiple "between the lines", like
"Prohibiting the U.S. government, as well as other counterparties or E-Cash distributors, from collecting, monitoring, or retaining data from E-Cash transactions unless explicitly authorized to do so"
