I think it should do both at the same time then it doesn't matter. NFC has only really gone mainstream in the last two years, many people still don't have devices with it, but it's practically a given if you get any new device since 2021.

There is: wallet devs must implement the correct specs for that type of NFC payment. Is not just about to write a dumb LNURL-w on that NFC, is about some things more. https://github.com/boltcard/boltcard/blob/main/docs/SPEC.md
Right now only BoltCard Wallet, Breez and WoS have that implemented fully. All the rest still working on it.
