What is odd is that the words used in this press release do not correlate even closely to what the media (e.g., Bloomberg) are reporting. Maybe there's something lost in translation (from French), or maybe what the press release describes is what is hoped will be the outcome from the President (or his advisors), and what happens next is the regulatory body that the bill proposed determines the specifics.
