I have a little bit of cash in a piggy bank I have been saving up for my niece. I want to convert that to btc and create a wallet for her so when she's an adult can actually use those savings as btc.
My question is if I can convert that cash into btc without going through a bank nor do a kyc.

Yes, that is exactly how it work. It's uses your social graph.
That was you have a way of sanity checking the other party.
You only see offers when you have contacts in common. If need be, you reach out to you contact in common and ask 'you know this person'?
Your contacts are hashed, and matches are done on those hashes. On one presentation I saw, they said they don't want your private information, because they would need to protect it then.
As for requiring your number, it's spam mitigation, you can use a burner number all the same.
The system you have describe would unfortunately be flooded by spammers. This unfortunately is the nature of the internet.

Use Bisq. They support cash-by-mail as a payment method. Make sure you read the page on their wiki about cashbymail. They have some good instructions about how to package and send it in case theres a dispute.

depending on the amount (if it's less than a thousand dollars), you can also get a postal money order with no ID. that comes with a serial number you can use to cancel it if it gets "lost" along the way. Bisq also supports postal money orders as a payment method.

Funny thing about money orders, you don't redeem them at banks. You redeem them at post offices and other places that are registered I think like certain gas stations (yeah money orders are weird)
