Nostr itself is not censurable.
But any layer on top of it can act completely differently.
That's the beauty of decentralization. That you can use a different service that uses nostr.
Same with Bitcoin. You can use it through a custodial or non-custodial wallet. You get to choose from different services but the underlying platform in the same.
100%, it is just unreal to me that Primal is going that direction, unless I am missing something...
