Given the fact that Bitcoin and Lightning Network are permissionless decentralized protocols, and the Lightning Address specification is fully open source (MIT licensed), anyone in the entire world can participate in this network regardless of geographical location, implementation details, or the actual amount of Bitcoin being sent or received.
The ZEBEDEE team recently released a brand new feature called Linked Accounts to users of the ZEBEDEE App.
This is not a contradiction.
What they are showing is that Lightning enables proprietary services to communicate and transact with each other, even if they use a different currency (e.g. dollars and reais).
To reach such an integration you have to work with the respective companies/exchanges to get them to build on top of lightning.
However due to lightning being an open standard anyone can send money to someone on Bipa (Brazilian exchange) by sending sats to the according lightning address. So sending money to someone who is using the Bipa App is not limited to ZEBEDEE users but open to everyone using the lightning network.
The only perk for ZEBEDEE users who have an Bipa account is an easier and linked UI.

BitSTAMP has integrated with Zebedee, and that is BitSTAMP's only support for LN -- to withdraw to Zebedee wallet. So I was wondering what this integration with exchanges is all about if the exchange itself supports Lightning Address for both deposit (to your Lighting Address given by the exchange) and withdraw (to any Lightning Address).
But as you describe it, this Bipa integration is simply an additional convenience for Zebedee wallet users (so that they can quickly and easily withdraw to Bipa). That's cool.
