I can't tell since I'm not familiar. From the little I've read in a minute about the working holiday, I think he fills all the requirements. Do you have any more info/experience on this specific visa?
The working holiday scheme is for young people to move around for a year or two. Pretty popular way to go travel/work between EU/UK/Australia/New Zealand/Canada. For the Spanish, I believe they get a year in Canada. I personally found it easier to find a job once there. However, you will need some money to support yourself until you find that job(it's expensive in Canada). Once you are in Canada and working, there's usually ways to extend your stay and move to a more permanent visa(PR), look up permanent residency pathways.
In my experience, Quebec was harder to get PR but there was fewer travellers because of the French speaking. Vancouver/Toronto has really expensive accommodation. I've heard good things about Calgary. Best of luck
