This is a pretty glitzy pdf. Does anyone know which company or companies are working with the government on this initiative?

Ok, it's very clear now it was most likely Galoy, which just shared this:

Thanks for posting this. It seems like a lot more work is required here than even in El Salvador. It's the second poorest country in the world, with only 15% of the population having electricity, and 11% with internet. The benefits to the people could be massive. I wonder how difficult it would be to set up a bitcoin based charity in the country that helped with getting the basics to the people, like food, clean water and shelter? I will look into what charities are already operating there.

There is a new exchange called Mara which claims to be advising.

“MARA will become the official crypto partner of the Central African Republic and an adviser to the president on crypto strategy and planning,” the company reportedly stated.

There may be additional advisors, ... e.g., Fodé Diop:

in the next five years
many states will ban bitcoin
some states will create explicit crypto-economic zones to attract highly mobile digital nomads, capital, etc
a handful of states will openly add BTC to their FX reserves
