He's not wrong. It'd be definitely better if censorship wasn't feasible. Not clear if that's technologically feasible. But there's lots of smart people in Bitcoin who might figure out a way.

Putin's a genocidal scumbag so I'll give him a pass on getting emotional about it. The founder of F2Pool seems to have fled China, another awful country. He's probably got personal feelings about this stuff based on his experiences.
changes to the base protocol are a last resort. there are other options, like miners changing to another pool or using stratum v2

It's true that he only mentioned Putin by name, but then said "and other sanctioned addresses." To keep track of every entity sanctioned by the U.S. govt. or other nations would require a full time staff, not to mention that abiding by this destroys a big reason that bitcoin exists in the first place.
