Is this generally an uncontroversial BIP as opposed to BIP300? Reading the site it all seems fantastic, what's the catch?

Definitely less controversial than 300. The main arguments I've heard against are foot shot (you're signing a transaction without specifying to the inputs it spends) and that other proposals might allow you to do something similar but are more powerful.
The main upside is it makes lightning channel state management way simpler allowing removal of the penalty.
