There are "thousands" of bitcoin wallets out there but the only one doing multisig that allows coordination between multiple people, I've found is nunchuk.
We're trying to manage a certain amount of funds between 4 people and want to do 2 of 4 musig. but ideally any of the 4 keys should be able to sign a transaction.
We've had problems with nunchuk, it freezes, doesn't see conversations or signing requests. We had to manually export/import transactions to get the funds out. Support is also lacking. I understand they have a paid support option but even the base scenario is not working dependably so we are not willing to pay yet.
Are there any other wallets out there that can accomplish "multi-user" 2-of-4 musig?
Yeah if you use sparrow wallet you just have to coordinate through instant messenger or email or what have you.
Tell the other signers the script type, derivation path, and xpub that you're using, and they should send you their xpubs. You never communicate private keys to each other. Then, you can ask each signer to put an address that shows up in their address list in the chat. If you have all addresses that they post, you're all using the same wallet. If someone posts an address that isn't there, they configured their wallet incorrectly (maybe the derivation path for your xpub is wrong)
To sign, export the PSBT file to an airgapped signing device (prebuild or DIY) and email the partially signed bitcoin transaction (PSBT) file to the next signer. When at least 2 people have signed, broadcast to the whole world to be included in a block by importing the file back into sparrow.

We are doing similar things with Nunchuk and sometimes Sparrow. Would be great to have alternatives and more resource at Nunchuk. .. Sounds like you want a 1 of 4 wallet? the 2 of 4 just gives you a budy check mechanism and with notifications on its not to slow. Maybe for better security in these forms you want to use tapsigners.

Welcome to Stacker News!
I've similarly experienced freezes and crashes with Nunchuk, which I really want to like.
If you are bound to mobile, you can make multisig wallets in BlueWallet, but you'll have to figure out coordination yourself.
As commented by another user, you may just consider using Sparrow on desktop, then sending PSBTs by Signal or some other secure messaging. Certainly less convenient.
