Because there is a restriction to exchange Pesos to USD through your own traditional bank, but you can send pesos to your Fintech and change it to DAI, USDT without limits. However, the Fintech doesn't want your pesos so it increase the price despite the official currency rate. In the end you use these stable coins as an alternative to USD.
