So they asked for miners electricity usage? What defines who is a miner?
The EIA (Energy Information Agency) a sub-department of the Dept of Energy, has asked miners to provide: specific information regarding number of miners they run, what models of miners they run, what electricity usage of those miners, who supplies their energy, and what is the specific contractual terms do they have with their electricity provider.
From 2021, Sen Warren has been hammering away to collect this information and finally the Dept of Energy has capitulated and agreed to collect it.
Warren has publicly stated that she wants all miners to by subject to mandatory yearly energy usage reports and her plan is to publish all this information publicly!
So, any given miner will be "outed" and be subject to the following:
(a) Having physical location reported
(b) Having specific inventory of mining equipment known
(c) Having all terms of their electricity contract known (ie. kw/hr cost)
(d) Having their full energy usage reported
The goal of this has 2 obvious implications:

It will allow foreign competitors to gain specific knowledge of US-based operations, and thus given foreign companies a strategic advantage -- thus driving these business out of US jurisdiction

Provide addresses / names of these facilities to encourage antifa-for-hire types the ability to protest and sabotage these facilities...thus leading to these entities fleeing us for foreign locations.

Yeah, but the obvious way to avoid all this is just uh, don't report that you are a miner? That's why I'm asking, how do they hope to identify who is or isn't a miner?

The EIA sent the request for information out to these companies....it has already identified them as miners.
Some are public companies (Riot / Marathon / etc), others it got by asking the electricity providers to identify which of their customers were mining.
