Nothing a VPN can't fix, and there are local onramps and binance has p2p so pretty tough to keep people out, especially when you're devaluing the currency and giving the citizen more motivation than ever to get into Bitcoin or USDT

I didn't think either Coinbase nor Kraken even offered a fiat gateway in Nigeria.
