If you lived in a community and a divisive issue comes up that reason doesn't solve since the future cannot be known you suggest what exactly?
You will NEVER solve an issue between few individuals with putting somebody else to rule over you and those individuals.
All issues can be solved easily with:
- contracts, with very well established clauses
- escrows
- open discussions with valid arguments about that issue not about who is going to rule.
Please watch fort example this 3 parts nice explained how it should be done, as you said in a community:

Where is it explicit that the issue is for someone to rule? What if it is an issue like do we build a dam or move our farmlands. Both would require cooperation and likely more resources and labor than one family could muster, but survival for the community depends upon a decision?

Why do you need somebody else to tell you what to do?
You cannot talk nicely with all neighbors involved and get a common ground?
WHY in the hell you need a ruler to take the decisions for you?
