I don't think it's that bad. Most people here should be aware that infrastructure degrades over decades which makes marking any 4 year time period too small to pin it on it

Though infrastructure is inherently a long game, so associating failures with who's currently at the top may not actually work. Trying to parse out when upkeep was missed is a lot harder.
