I've read a bit of the [FAQ](https://docs.ordinals.com/faq.html) on the Ordinals website and as I'm gathering it it's an external system that gives labels to each sat in a block? It then tracks that external numbers which gives them "rarity" for some reason.

Is that all that it is? An external numbering scheme being tracked externally of the Bitcoin system?
