The phase they use on the Hill is issuing people "a secure digital ID" there is a group of Dems in the House of Reps that are huge proponents for this and have been trying to push it with AI regulation. Their reasoning is "Europe is doing it". They haven't come up with a second reason yet... just Europe.

Well I mean for one.... I dont work for the Senate so there is that. On the House side with all I have been exposed to from working on a Committee to working on the AI Task Force its only been a handful of Members. I just checked there is no House version of this bill or any like it so yeah its concerning that it has been introduced in the Senate but hasn't even been brought to the floor yet and its been 13 months.
Also Sen. Lummis does a bunch of work in other areas like PFAS, Agriculture, and Mining. All areas that not only are big for the State she Represents but also are critical to the entire population.

From what I have seen from the Supreme Court over the last couple of years I am not sure I see this "rule" actually working. Since the Department of Commerce doesn't have explicit direction from Congress to do this it seems like it would end up like the EPA rules and regulations that the Supreme Court has been rolling back. Plus if the Chevron decision happens like people on Cap Hill are thinking Commerce just flat out would not be able to do this.
