I mean at the time and even now I think with how absolute insane Putin is if he takes something of yours... what can you do? Back then he was a pretty solid ally of the West as well. Dangerous and crazy yes but he still was a pretty solid ally

I think the government made a ring for him to replace the one that was "gifted".
But he straight up stole it, and no one was man enough to say anything about it.

Kraft got a replacement one I doubt the Bush Admin paid for it directly but probably did something like invited him to some event that would easily have cost more
