I’m so tired of spam calls. How can I get a number that hasn’t been recycled before?

I used to answer and record all calls received.
My first question when I answer (a number that is not in my contacts )is: "who you are, your full name, address and ID number.
They immediately ask me: why you ask for this, I just want to talk with you.
And I say: "sure, you can talk with me anytime you want, but before you pay me for my time. I need your full details in order to send you the bill for my time. I will listen anything you want to say and my time is 500k sats /min. I take ONLY BTC or GTFO. This conversation is recorder BTW so if you agree I have proof you are willing to pay me.
That's it and they never call me back :)

Finding an unused number isn't going to save you for long. Every account you make with the new number is waiting to be leaked in a future hack. Furthermore, all your contacts are probably sharing their contacts (you included) with every app that asks for that permission.
There's only 7,970,000,000 possible phone numbers. Not even enough for everyone on earth to have one. And an advanced robo dialer swarm can call them all in a day.
If you're in the USA, there's a national do not call list. https://donotcall.gov
After opting out, wait a few weeks, then you have the right to sue any unsolicited marketers who call you directly.
