As an engineer - to me it's definitely a good question. Getting to a good question is half of the work.
For example in SpaceX it has been crucial to find the right question to ask and they ended with something like "How do we minimize dollars per kg of payload to LEO?"
This has then sprung the whole strategy and a decade of work on reusable rockets.
