California is a massive state. I live in a pretty rural county and I can assure you the governor's arm was not as long as they would have you believe.
This is my understanding. Governors in the US basically have two law enforcement tools. State police and the National Guard. There are no where near enough of either to control the population. Control is mostly psychological. It requires the population to self police, which plenty did.
In many(not all) rural parts of the state country Sheriffs refused to enforce Newsom's orders. Many do not understand the multiple layers of government and how they interact.
If you live in a city, you have three, maybe four governments you are dealing with.
  • City
  • County
  • State
  • Federal
If you live in an unincorporated area (which can be a town) there is no city government. You basically have eliminated one layer. During Covid many of the most egregious actions were from the city levels.
Cities have many things going for them but one negative tradeoff is that most police departments answer to the mayor and not the people. In most of the US, maybe all of it sheriffs are elected by popular vote and are usually from the area they police. Over the years I've had more negative encounters with state and city police. The sheriffs generally have better relationships with the local community. Don't get me wrong, there are issues but compared to police departments I believe they are better.
This showed itself during Covid. Gatherings were "not allowed" state wide. Our sheriff held a press conference state they would not be using their limited resources to enforce this but instead using their time to stop actual crime. That isn't a quote but it was pretty close to what they said.
If you do not live in a place you need to be very careful about how you process the news about an area. The media lies and most of the time is just lazy. They often give a false impression of what is happening on the ground. When it comes to news about California it is often assumed that what goes on in the greater Los Angeles area is state wide. This is nonsense. Same goes for the US. Its a big country and there is a lot of diversity within it. Its not nearly as uniform as they would have you believe.

How are sheriff limited in funding? I reckon they get plenty, and if they aren't, they probably are now. Also, you have to keep in mind, Guam-unincorporated is 30miles, so there isn't really much to run to. It's very interesting, makes me want to elect them sheriff. I'm not sure if Guam is large enough.
Even when they said "no gathering,” people still did, if not more because the isolation got to be too much, and they wanted to keep enforcing it, so people met up more. They later changed it to "no more than 4." And well you can pretty much figure out what happened after.

Good point and I should have been more clear about beaches in Los Angeles were closed.
Truth is the mayor, stupid Eric Garcetti, who is gay but won’t come out of the closet like a spineless fag , and the city council and the county board of supervisors loved being dictator. No evictions for 3 years. No rent increases for 3 years.
