He has it on chain at the moment. So he won't go be able to send via lightning

If you already on chain, then you have a super small utxo. It is basically useless.
Any chance of me sending over some sats to open new channel and then be able to pull all sats?
There wouldn't be much point to do this. Send it into custodial LN or liquid. You should be able to send an onchain TX for less than 400 sats so you should be able to keep 6-800
What is your channel reserve sat amount?
Go into settings\ lightning channels and check.
This will affect some of the options.
