That character is from the show Entourage. He is kind of a washed up old studio exec that is trying to find his next big deal and every pitch he makes he essentially says "what if I were to tell you I had a script about xyz, is that something you might be interested in?"

Entourage got a little long in the tooth by the end but for a few seasons it was really funny.
His sales pitch just makes a perfect meme.
