These keep getting more interesting.
It may be hard to devise a defense against stupid people, but by their nature they will eventually defeat themselves. Then the next problem emerges: they're too stupid to realize they're defeated.

Is there collateral damage in the process of taking themselves down? How do you avoid collateral damage?

We're speaking too abstractly to say. Hoppe refers to those who fall into the stupid and bandit class as "technical problems". Society has to develop mechanisms for dealing with them, which inevitably will come at a cost.
