Area of circle: πr^2
Under assumption that circles are split into thirds:
Outside band has area of biggest circle minus second biggest circle. Then divide by three.
3A = π(3r)^2 - π(2r^2) = (9π-4π)r^2 = 5πr^2
A = (5πr^2)/3
Answer = 5/27
