When a lightning channel closes, and your balance is returned onchain, is there a way to check the history of how the balance was arrived at? I've played around with Thunderhub and RTL to see if I can get the relevant report but not much success.

Yes. Check in TH/RTL the tx id if opening and closing channel.
Then follow up on a block explorer those tx ids

If I open a 1₿ channel with you, and after a few months, we close the channel and I get back 0.5₿, how do I check that the lightning activity did in fact reduce the outbound liquidity from 1₿ to 0.5₿?

Can't remember right now if/where there's an option in Thunderhub or RTL to export the payments list, containing the channel ID.
I think I did it once in RTL and export into an excel and select by channel id.
