If my country decided to forbid Bitcoin exchange, I will be buying a one way ticket for myself and my family out ASAP because it would become a totalitarian regime and much worse things will follow.
Now, people who decided to stay in this dictatorship but still wanted to get some sats will have just one single option less to get bitcoin -buying it directly.
Everything else will still be possible. They will be able to offer goods or services online or IRL in exchange for bitcoin. They will still be able to earn sats, using a miner to heat their home or using an LN node and route payments.
Look around, there are many other options, not just using an exchange. Bitcoin is a tool and we will use it as such.

- Won't happen anytime soon
- It does not prevent you for exchanging goods for Bitcoin. Any person that sells Bitcoin now does so because they want to consume something with the fiat. If you withdraw cash from ATMs now to exchange it for Bitcoin you could buy a bottle of wine or an iPhone just as easily to exchange it for Bitcoin. In a way this would even be good for adoption.

Nobody can "force" you doing something WITHOUT CONSENT.
The magic word: consent.
Stop being an obedient slave, giving his own consent to stupid things.
Watch and learn: slavery by consent

When there is a will, there's a way.

You will have to trade something for bitcoin besides the CBDC. For example, your labor.
