I think that there are so many jurisdictions that will not give up the control that operating without control and without very clear books will be a no go, there. The governments and other control agencies have to take their vig.
What works in a practical way is often very different from what any theory will describe! :-)
Yes they won't give up the control they already have, of course... But most countries outside of the West never had anything close to the same control in the first place!
Its not necessary the monetary percentage cut they want, its more about how it is extracted... Sane countries realize that they need to give their people some flexibility. Even North Korea eventually accepted local markets again after the hunger catastrophe in the early nineties...
