It actually seems more like "the federal government" has come to mean the unelected bureaucracy. That's mostly under the executive branch, but it isn't particularly responsive to the president.
Hence Woods' Law:
The only thing that makes sure that current administration policy is NOT followed is the civil service laws.
Cut them and make all the jobs of the federal government spoils of the victor and you would see policy being followed.

That happened at the convention my dad was involved in too.
I agree about the civil service protections, but it's hard to imagine them going anywhere.

That would need a law change by congress. I am happy for the filibuster being in place, still, but getting over 60 votes for it would be nearly impossible.
After all, that is where the institutional power now lies and lies and lies.
