Buffet as in all you can eat/drink?
Alcoholic beverages are often extra in Korean buffets.
Alcoholic beverages are typically charged a separate price in Japan too.
This was an all-you-can-drink because we were staying overnight at a ryokan and our package comprised the dinner buffet

That makes sense. Ryokan seem to have been big on the package deals, especially if you went in a largish group.
Although, I never heard of the all-you-can-drink packages.
I knew a lot of people that would have made them unprofitable.
